Functional Skills:

The Contract Specialist will prepare contract actions (from draft to final) during each phase of the procurement process for each assigned contract. The Contract Specialist will:

  • Prepare pre-award actions such as Requests for Proposal, Requests to Bid, Requests for Information for potential contract actions, solicitations, and task announcements.
  • Analyze the need for and prepare contract modifications and other contract documents necessary for the Contracting Officer’s signature 
  • Participate in post-award orientations, prepare COR appointment letters, and manage COR submittals required to complete federal contract file requirements
  • Analyze the need for contract modifications, draft contract modifications, ensure past performance evaluation is initiated, maintain complete and accurate contract action checklists, maintain both electronic and physical contract files throughout the acquisition lifecycle for each assigned contract, prepare and complete closeout actions assuring satisfactory completion and inclusion of final reports and other contract administration tasks as assigned by the Senior Field Contracting Officer 
  • Prepare assigned files for periodic audits and implement any corrective actions identified as necessary for the contract file to comply with federal acquisition requirements and the auditor’s findings
  • Complete all mandated training, attend team meetings, and respond to progress status/data calls. Complete the follow-up action items as assigned

Knowledge

  • Must be familiar with different federal contract types and the applicability and limitations for each. 
  • Understanding the federal acquisition process, Federal Acquisition Regulations, statutes, and policies
  • Proficient in utilizing Microsoft Windows and the Microsoft Office suite of products (Word, Excel, and PowerPoint)
  • Proficiency in IBM-compatible PC, related peripherals, and operating system enhancements 
  • Must have proficiency in utilizing Acrobat™ software for converting documents to electronic format 
  • Accumulation of knowledge, skills, and abilities during years of progressively responsible work assignments in a contract administrator role 

Years of Experience

Five (5) years minimum work experience in procurement/contracting services

Education/Certification(s)

Bachelor’s degree

DAWIA Level III Program Management or Contract Certification required
