Job Overview:

We are seeking a highly organized and detail-oriented Contract Management Consultant to support the Contract Management team in overseeing and managing IBM and IV&V contracts for a large-scale government IT project. The consultant will play a critical role in ensuring contract deliverables, monitoring compliance, and supporting financial and documentation processes in alignment with agency procedures and Florida law.

Key Responsibilities:

Contract Deliverable Review and Acceptance

  • Manage and document the deliverable review and acceptance process in compliance with contract terms and agency standards.
  • Assist with reviewing and verifying invoices and related documentation for completeness and accuracy.
  • Coordinate approvals and maintain records in the Florida Contract Payment System.

Contract Monitoring

  • Support the development and execution of contract management methods for tracking vendor adherence to schedules and project plans.
  • Maintain documentation to monitor and report on contract compliance, financial performance, and budget data.

Contract-Related Meetings

  • Schedule, coordinate, and facilitate meetings related to contract performance and deliverables.
  • Prepare agendas, meeting summaries, and supporting materials.

Consultation and Collaboration

  • Work closely with the Contract Manager to review planning, project needs, and contract changes.
  • Assist in managing change orders, expenditures, and budget-related contract activities.

Documentation and File Maintenance

  • Organize and maintain comprehensive contract files, including records related to deliverables, monitoring reports, amendments, expenditures, and more.

Additional Responsibilities

  • Perform other related project and administrative duties as assigned.

Required Qualifications:

  • Minimum of 4 years of experience in contract management or finance.
  • Minimum of 3 years reviewing invoices and related documentation.
  • At least 2 years monitoring vendor performance and documenting compliance.
  • At least 2 years of experience organizing and maintaining detailed contract files.

Preferred Qualifications:

  • Experience with Florida’s contract payment system, MyFloridaMarketPlace (MFMP) Ariba On Demand (AOD).
  • Familiarity with Florida laws regarding prompt payment, deliverable acceptance, and contract monitoring.
  • Experience with IT project deliverable review and acceptance.

Knowledge, Skills & Abilities:

  • Strong knowledge of deliverable acceptance and contract compliance monitoring.
  • Proficient in planning and conducting meetings, preparing agendas, and producing reports.
  • Ability to review and analyze deliverables and apply contract criteria effectively.
  • Excellent organizational skills with the ability to manage multiple work assignments.
  • Proficient in Microsoft Word, Excel, PowerPoint, and other productivity tools.
  • Research, problem-solving, and structured methodology skills are essential.

Education:

  • Bachelor’s degree in Business Administration, Finance, Accounting, or related field OR equivalent work experience.
