Contracts Manager

Scope of Work
The consultant will work with the Child Support Program’s Contract Management team Manager in managing the contracts related to the CAMS upgrade project, which includes the main contract with the software upgrade integrator, IBM, and a contract for independent verification and validation services. The position is not eligible for telework.
REQUIRED DUTIES
The consultant selected will work with, support, and assist the Contract Management team Manager and others involved with the project in performing the following duties of managing the IBM and the IV&V contracts:
3.1.1 Contract Deliverable Review and Acceptance
- a. Manage and document deliverable review and acceptance in accordance with the contracts and agency procedures.
- b. Assist in managing deliverable review and acceptance.
- c. Review invoices and documentation for completeness and accuracy. Coordinate document review and approval, and update Florida Contract Payment System.
3.1.2 Contract Monitoring
- a. Assist in the development of Contract Management methods to analyze, monitor, and document contractor adherence to project plans and schedules.
- b. Maintain and update Contract Management documentation used to monitor and report contract compliance, financial, and budget information.
3.1.3 Contract-Related Meetings
- a. Coordinate, attend, and facilitate meetings and prepare meeting summaries
- b. Assist in preparing meeting agendas and other documents
KNOWLEDGE, SKILLS & ABILITIES
Consultant must have work experience indicating knowledge, understanding, and experience with deliverable review and acceptance, monitoring contract requirements, scheduling meetings, preparing documentation, and managing contract files.
Consultant must have the skills and abilities needed to:
- a. Assist with the development and implementation of standardized methods for contract monitoring.
- b. Analyze project deliverables for compliance with contractual requirements.
- c. Apply deliverable review and acceptance criteria correctly.
- d. Provide information about the contract upon request.
- e. Assist in preparing papers, management reports, and presentations using Microsoft Word, Excel, PowerPoint and other applications.
- f. Conduct research.
- g. Plan, organize, lead and facilitate meetings and follow-up activities.
- h. Plan, organize and coordinate work assignments.
- i. Solve problems using a structured methodology.
3.4 EDUCATION/CERTIFICATIONS
Bachelor’s degree in business administration, finance, accounting, a related field, or equivalent work experience.
