Construction Task Order Manager
Location:
Full-time, On-site – Los Angeles, CA
We are currently seeking a Contract Manager to support active infrastructure programs. This individual will oversee and manage the full lifecycle of Task Order Solicitations (TOS) under Multiple Award Task Order Contracts (MATOC), from development through execution, ensuring compliance with all relevant public sector procurement regulations. This is a critical leadership role for someone passionate about building efficient, compliant, and impactful infrastructure procurement processes. Key Highlights:
- Experience Required: Minimum 15 years in public sector construction procurement and contract compliance.
- Scope: Oversight of multiple task orders in a fast-paced, highly regulated environment.
- Team Leadership: Supervise and guide a team managing concurrent TOS activities and workflows.
- Compliance: Ensure alignment with MATOC terms, City Charter, public contract laws, and procurement codes.
Core Responsibilities:
- Lead the full lifecycle of task orders, including solicitation, execution, amendments, and tracking.
- Prioritize and manage multiple task orders, ensuring timely milestone completion and regulatory compliance.
- Maintain and standardize contract templates and procurement processes.
- Identify risks, propose solutions, and implement best practices to improve task order efficiency.
- Collaborate with stakeholders across project management, legal, finance, compliance, and government teams.
- Liaise with multiple internal and external partners including:
- Project Managers / Cost Control Managers
- City Attorney and Compliance Teams
- Airport Development & Economic Impact Teams
- Strategic Sourcing Division
- Contractors, Consultants & Auditors
- Administer MATOC database for tracking all contract and task order data.
- Support change order processing and ensure financial documentation is accurate and up-to-date.
- Conduct periodic compliance audits and recommend corrective actions.
- Develop SOPs for contract administration and lead training programs for internal teams and external partners.
- Provide mentorship to contract and procurement staff.
Qualifications:
- 15+ years of progressive experience in public sector procurement and contract management for large-scale construction/infrastructure programs.
- Expertise in Design-Bid-Build, Design-Build, and CMAR MATOC structures.
- Strong understanding of public procurement law, city charters, and contract risk mitigation.
- Proven leadership in managing large, complex contract portfolios.
- Strong stakeholder management and communication skills.
- Experience creating and managing contract templates and workflows.
- Bachelor's degree in Business Administration, Law, Construction Management, or related field.
- Contract/procurement certifications preferred (e.g., CPCM, CFCM).
- Familiarity with contract management tools and systems.
- U.S. work authorization required.
Compensation:
$145k-180k
The expected salary range for the position is displayed in accordance with the state’s law. Final agreed upon compensation is based upon individual qualifications and experience.
