Sr International Contract Manager
Expected Pay Range: $120,000 - $130,000/year.
Summary And Scope
The Sr. Contract Manager oversees the entire contract life cycle and plays a key role in managing global contracting opportunities. The role requires expertise in both US and international business practices, with a focus on government and commercial contracts. The Sr. Contract Manager collaborates with internal and external stakeholders to achieve strategic business goals globally.
Essential Functions
- Perform contracts management functions across the spectrum of actions associated with providing supplies and services, from capture through proposal, contract award, vendor contracts and all phases of contract administration to include contract and subcontract management.
- Coordinate, process and track change orders, amendments, invoices, etc. for action.
- Part of a cross-functional team that executes international projects, ensuring alignment with company goals and compliance with local regulations.
- Provide business advice and guidance and coordinate with other functions including program management offices, finance, legal, human resources, accounting, and compliance to effectively manage a breadth of responsibilities, including contract solicitations / capture, negotiations, and contract terms, including fulfillment of related obligations.
- Provide training and guidance to internal teammates, such as vendor relations, purchasing, program management, etc. on contract regulation, compliance, policies and processes.
- Assist Legal with research and data collection.
- Serve as authorized, representative for the Company as interface with Customer buying representatives responsible for building effective relationships and managing contracts to support business goals and objectives.
- Coordinate solutions to contractual issues and Customer concerns related to Company performance.
- Ensure contractual compliance with all laws and regulations, international trade laws, export controls, regulatory requirements, and adherence to Delegation of
- Authority and approval requirements for proposals and contract actions.
- Lead & Support audits, as appropriate, with internal and external audit teams and agencies to support contract-related activities and verify compliance.
- Ensure final contract documents are consistent with agreements reached at negotiations.
- Plan and participate in training of contract practices within Company.
- Collect contractual data and compiles reports in response to Corporate and Business Area requests.
Additional Responsibilities
- Prepare/Coordinate/Execute – Non-Disclosure Agreements/Teaming Agreements/Sub-contracts, T&Cs etc., to include negotiation.
- Prepare/Coordinate/Execute – Bid/Proposal Preparation, Responsibility Matrices, Award coordination with internal teammates, Terminations.
- Federal Reporting – Service Contract Reporting, Biobased/Bio preferred, Subcontract reporting (FSRS and eSRS), etc. CPAR/Evaluation management.
- Coordination and interpretation of technical documents (PWS/SOW/SOO) to include assisting with creation of technical documents.
- Ensure real-time updates and management of trackers.
- Attend meetings, professional training, site visits, etc. as directed.
- Time management and ability to multitask and maintain/execute several tasks at a time.
- Solve problems at the lowest level possible.
- Secure all Corporate Knowledge and Proprietary Information for DR, all affiliates, and teammates.

Skills And Specifications
- Ability to search for relevant contract opportunities, vendors, business partners in relevant portals to include internationally.
- Ability to interpret and apply Federal Acquisition Regulation and applicable supplements.
- Strong understanding of global business environments, including economic and regulatory factors.
- Ability to shred RFPs, Contracts and technical documents (SOW/PWS/SOO, etc.).
- Ability to utilize federal and commercial websites, research and interpret competitive markets and brief leadership.
- Understand terminations and protest processes and procedures.
- Proven experience working in full collaboration with multiple managers and teams across business and functional units.
- Comfortable taking initiative and being resourceful. Excellent verbal, written and interpersonal communication skills.
- Understanding of insurance management and commitment to risk management as a profession.
- Financial acumen including budgeting and resource allocation.
- Ability to adapt to changing business conditions and work effectively in dynamic, fast-paced environment.
- Attention to detail and ability to produce both standard and ad hoc reports.
- Proficiency in standard business software packages (e.g., Microsoft Office, Adobe, Monday, NetSuite, etc.)
- Ability to maintain confidentiality in matters involving contractual matters and personnel issues.
Education And Experience
- Bachelor's degree in Business Administration, International Business, or related field is required.
- DAWIA Level II or higher preferred or Professional Contracting Training/Education is required.
- 10+ years of experience in Federal/State government contracting is required.
- 6+ years of international contract management is required.
- 3+ years of commercial contracting experience is desired.
Physical Demands
While performing the duties of this job, the employee is regularly required to talk, see, hear, sit for extended periods, stand, walk, engage in repetitive motions, and use hands and fingers to manipulate objects, tools, or controls. May lift and carry materials and equipment weighing up to 25 pounds.
Expected Hours of Work
The ability to work flexible hours including nights, holidays, and weekends will be required based on contract needs. It is expected for this position to attend regular meetings during typical work hours in Eastern Standard Time as well as meetings as needed for assigned projects in other time zones.
Travel
This position requires up to 20% travel. Travel is dependent on contract load. The ability to travel to job sites and be away for extended periods of time based on contract needs is required. Short notice travel is required with 24-48 hours’ notice.
Work Authorization
- Must be authorized to work in the United States.
- Must be able to travel within the Continental United States (CONUS).
- Must pass a drug test, motor vehicle record check, occupational health physical and lift test (if applicable), credit check, and a background check upon accepting a conditional offer of employment.
- Must possess a valid driver's license. Have/maintain a clean driving record.
