Contract Manager
Job Description:
Sunrays International, Inc. (“Sunrays”) is a company that provides contractual, finance, human resources and other support to an array of affiliated firms providing federal services, shipbuilding, construction, and other products and services.
Sunrays is seeking as a Contracts Manager a take-charge and capable individual possessing significant experience with federal contracts, contracts and subcontracts under federal prime contracts and associated agreements. The successful individual will be capable of working in a fast-paced environment, working independently and within a team, and multi-tasking effectively. The Contracts Manager must collaborate and effectively partner with the Director of Contracts, contracts team members, other department managers and staff, business development, finance and other team members.

Essential Duties and Responsibilities:
- Drafts, negotiates and manages contracts and subcontracts, as well as modifications to such agreements, and participates in all aspects of the procurement process for products and services in support of business development, proposal preparation, negotiation, and administration of contracts and subcontracts for government and commercial programs.
- Provides advice and guidance to the Director of Contracts, senior staff, business development and other personnel by: advising on complex contractual issues, developing and implementing contractual and business strategies.
- Drafts and negotiates supporting contractual documents and agreements, including, but not limited to, teaming agreements, non-disclosure agreements, task orders, etc.
- Responds to ad hoc queries, including identification, analysis, and evaluation of risks and issues in order to provide appropriate contractual and legally sound solutions.
- Assists with department projects as assigned, including efforts to develop, implement and enhance processes.
- Maintains relationships with contracting officers, contracting office personnel, customers and subcontractors.
- Collaborates with internal departments effectively communicating and presenting information to company personnel and senior management.
- Evaluates and applies government regulations as they apply to the contract actions and advises company personnel of contractual rights, responsibilities and obligations.
- Participate in special projects, as required, and perform other duties as assigned.
Qualifications (Desired Skills and Experience):
- Demonstrates thorough general functional knowledge across a wide range of disciplines with contracts (e.g. prime contracts, subcontracts, risk management, contract terms and conditions, contracts management and administration, negotiations, etc.).
- Working knowledge of FAR/DFARS and federal procurement practices.
- Skilled in drafting complete and accurate contract documents.
- Strong communication, interpersonal skills, organization, and time management skills.
- Solid problem solving skills.
- Self-driven, motivated, and results oriented.
- Must be able to work on independently on many different projects at one time and in a team environment and prioritize requirements and meet deadlines.
- Strong MS Office skills (Word, Excel, and PowerPoint) in using and developing documents, spreadsheets, and presentations are required.
- Knowledge of contract reporting is strongly preferred.
- Ability to operate and learn in a fast-paced environment.
- Ability to provide guidance to contract team members and company personnel.
- Experience with commercial agreements would be a plus.
Education and/or Experience:
- A bachelor’s degree in Business Administration, or related field. Master’s degree or J.D. considered a plus.
- Experience with federal contracts, subcontracts and ancillary agreements.
- Eight (8) to ten (10) years of hands-on contract administration (primarily federal, but also commercial) experience is desired.
